Practical information

Buying property in Romania

  • Property transfers require an authentic deed signed before a notary
  • Since 25 February 2026, the buyer must also present a fiscal certificate showing no debts to the local budget of their domicile (G.E.O. no. 7/2026)
  • Transfer tax: 3% (property held up to 3 years) or 1% (over 3 years), withheld by the notary
  • Land Book registration fee: 0.15% for individuals

If you are abroad

You can grant a power of attorney at a Romanian consulate or before a local notary (with apostille under the Hague Convention, plus certified translation where required), so that a trusted person can sign on your behalf in Romania. Notarial fees are set according to the value and complexity of each deed and are communicated and agreed before signing.
